FlagShips cost estimating capability is the ESTI-MATE
module of the PERCEPTION system. ESTI-MATE provides the
power and versatility to develop accurate and complete contract cost and pricing proposals
to reduce risk and successfully win contracts. ESTI-MATE can develop both new
construction and repair contract estimates for commercial and government contracts. Its
features support modular construction and the virtual shipyard of consortium partners.

What usually allows a shipyard to develop rational cost estimates is its ability to catalog costs by some work breakdown structure. The Work Breakdown Structure is traditionally a list of common ship systems such as hull, equipment, piping, electrical, paint and furnishings, augmented by ancillary shipyard services needed to support production. A well-known Work Breakdown Structure is the U.S. Navy's Ship Work Breakdown Structure. Other Work Breakdown Structure schemes have been developed over the years by different shipyards, some more detailed than others. Regardless of the specific Work Breakdown Structure, each provides a format by which a shipyard can collect and organize costs that can be used to estimate pricing for new work. ESTI-MATE has been designed to satisfy the majority of the requirements for developing both new construction and ship repair contract estimates. ESTI-MATE supports both a ship systems-oriented work breakdown structure, as well as a complementing, but optional, product work breakdown structure. While the system allows costing data to be catalogued by traditional Work Breakdown Structure categories, ESTI-MATE will also support more basic, rough-order estimating. The system will allow any number of different contract proposals to be developed on the database. Also, different estimates can be based upon different methods used, and estimates of alternate proposal configurations and options can be generated.
ESTI-MATE provides a variety of estimating functions designed to improve the quality of the estimating process and to reduce the time needed to generate the bid estimates. Some of these functions include:
Direct labor costs are computed automatically by the system from input labor man-hours and labor rate tables defined by the user. These tables can be time-phased for multi-year contract proposals.
